Preheat oven to 425℉. Place a baking rack inside a foil lined baking sheet.
Combine sea salt, black pepper, garlic powder and onion powder.
Season roast liberally on all sides.
Place a skillet over high heat, heat oil to simmering. Brown roast on all sides 1-2 minutes.
Place roast onto the baking rack. Cook in the oven for 20-30 minutes depending on thickness of roast and desired doneness. Check the roast internal temperature for doneness. See notes for temperatures.
Remove the roast from the oven and allow the roast to rest 5-10 minutes before slicing.
While the roast is resting, in a pan over medium heat, melt the butter and add in the garlic, thyme and rosemary sprigs. Cook 1-2 minutes until fragrant. Discard the thyme and rosemary sprigs.
Brush the butter mixture all over the roast, then slice into desired slices
