Preheat oven to 325º F, line a baking sheet with parchment paper if using
In a stand mixer or large mixing bowl, cream together the 1 cup butter, 1 cup sugar, 1 cup brown sugar, 2 eggs, and 2 teaspoon vanilla. Mix on medium heat until well combined and the sugar is incorporated.
Add in the 3 cups flour, 1 teaspoon baking soda, 1/2 teaspoon baking powder, 1/2 teaspoon cornstarch, and1 teaspoon coarse sea salt. Mix until a soft dough is formed. this will take a minute or two to fully come together.
Fold in the 1 3/4 cup semi sweet chocolate chips, and 1/4 cup milk chocolate chips.
Scoop out equally sized balls of cookie dough onto a parchment lined baking sheet, leaving at least an inch between scoops.
Bake at 325º F for 10-12 minutes, until soft in the center with browned edges. Move to a cooling rack to chill.
