First, you are going to get your oven heating up to 425º F. You want the oven to be on high heat to thaw the broccoli, evaporate any liquid and add the final roasting at the end.

To prepare the broccoli, spread it out onto a baking sheet in a single layer. Pour the oil over the broccoli, then season with salt, pepper and garlic powder.
Toss the broccoli around in the pan using your hands or a pair of tongs until it is well coated.
Bake the broccoli in the oven for 15-20 minutes, shaking the pan after 10 minutes to flip the broccoli around.
The broccoli will be done when all of the liquid has evaporated from the bottom of the pan and some of the broccoli florets have darkened from roasting.
If you feel like the broccoli is done, but not roasted enough, you can place it under the broiler for 30 seconds to 1 minute.
Take the pan out of the oven and drizzle the cooked broccoli with lemon juice and top with parmesan cheese.
The cheese will melt from the hot broccoli, but you can place it under the broiler to crisp up the cheese before serving.
